A “Building Stock and Construction for a Climate-Neutral Sofia” platform has been established by Sofia Municipality as a commitment under the Climate Neutrality Agreement

On October 16, 2026, in the “Megapark” Hall, Mayor Vasil Terziev officially signed the “Building Stock and Construction for a Climate-Neutral Sofia” platform as an initiative, supporting the capital’s commitment under the Climate Neutrality Agreement. The other parties, officially committed to serving as driving forces behind the platform are: Holcim Bulgaria, Triple Green Building Group and Cleantech Bulgaria. Arch. Vesela Valtcheva-McGee—an internationally recognized expert, authorized assessor in LEED, BREEAM, DGNB, and EDGE, and the founder and long-term Chairperson of the Bulgarian Green Building Council—has been assigned as Coordinator of the newly established platform."
The ceremony was attended by many stakeholders—representatives of the construction industry, designers, investors, environmentalists, a number of experts on renewable energy and urban sustainability, as well as representatives of the World Bank.
The platform is expected to offer: an interactive map of buildings slated for renovation, digital profiles of buildings, a marketplace for recycled and reused construction materials and low-carbon materials catalogue. Another feature will be the “one-click” design and construction tenders, aiming to give businesses freedom to review projects, propose innovative solutions, and form partnerships. The platform will also include: a business carbon calculator, an accessible and transparent database, a public dashboard to showcase initiatives and track Sofia’s overall progress, a resource center for sustainable solutions, and opportunities for B2B collaboration. The platform’s scope includes addressing green systems and water management as an integral part of the urban environment, as well as adopting best practices for urban sustainability in order to achieve a holistic approach to creating a green city with the future generations in mind.
As a signatory to the Climate Treaty, which was signed on September 13, 2024, BSUR joined the new platform—which will bring together experts in the fields of green construction, energy management, and sustainable infrastructure—by submitting an official application for membership. The initiative is directly aligned with Sofia’s European commitments to achieve climate neutrality by 2030 - for this strategic plan, the city was awarded the EU Mission Label by the European Commission.
